Howard was born and raised in the Vancouver area. He took his theological studies and pastoral training at Westminster Theological Seminary in Philadelphia. In 1972, Howard was ordained and entered the pastoral ministry serving churches in New Brunswick and Ontario. In 2013 he joined the pastoral staff at Grace Toronto.
